Make bots spawn with items needed to complete quests

This mod adds quest items to PMCs/scavs backpacks + increases the number of items that spawn on them

Check the config to toggle what factions get the quest items + how many more items should spawn

Added 2 new config variables to allow adjustment of how many items spawn on a bot:
LooseLootMin - default 0 e.g setting to 5 will add 5 to the existing min amount. e.g, setting this to 5 would do existing amount + 5
LooseLootMax - default 12

Am I the only one that when looting only AI PMC's of their quest items that they are not found in raid? If they are looted from SCAV's then they are found in raid, just not PMC's.
