Remove the load time penalty for bigger magazines

Sets the "Check speed modifier %" to 10 and "Load/Unload speed modifier %" to 0 for almost every drum and extended magazine in the game.

  • Rather than go item by item, is there a way to simply check for and remove any negative Load/Unload modifiers? I'm not entirely sure, but I think there may be magazines that aren't included in this mod that still have a small debuff, and it wouldn't make sense for them to be harder to load than the big mags
