check your Lua-Spawn Rework config.
without Spawn Rework, all bosses are having 20% spawn rate, I can quite confirm this because I was on Jaegar quest and they weren't always there.
try removing FAIL and see if it is still the same. If it is fixed after removing FAIL, you need to check the config of FAIL
This is an issue in 3.1.1 where the trader assort doesn't have the item and for some reason, quest unlock will not add the item assort to the trader too.
Need dev to check on this because this happened to me again in 3.2.0 with migration of current profile:
1) my current profile has the issue where almost all the quest unlockable weren't unlock after quest completed in 3.1.1 (For e.g. 762x39 BP, AXMC)
2) after installing 3.2.0 and migrating the profile to 3.2.0, those items are showing in traders correctly.
3) Finish another quest in 3.2.0 (to be specific, Our Own Land & Counteraction, which unlock flashbang shell for KS23), the item is not unlocked, checked trader assort cannot find the item.
I am not sure where the lock value is store nor how the unlock mechanism works. Need Dev to check this in 3.2.0 again.

I know this might be stupid question but are you installing SPT in the original EFT folder or a separate folder?
SPT does delete _BE from SPT folder.

Probably need dev to look into this. Notice that all quest (maybe not all, but quite a lot as of I notice) unlockable aren't work as intended. Might be some bug but there is no error or warning that can look into.

we all love the gunsmith, don't we? checkout the original gunsmith:

1 or 2 presets aren't working with the quest requirement, you will need to tweak a little bit yourself, go tarkov wiki page and see what to change
NOTE: you can just make this a normal gunsmith trader by:
go to the config/config.json, change the gunnyLevel property to "1"
You can set gunnyLevel to "2" so you will be required to finished 3 quests; and
You can set gunnyLevel to "3" and those quests will be a little bit harder. Just a little.
All 3 quests will be available at PMC level 10 + LL 1, level 20 + LL2 and level 30 + LL3
Default is set to "3", change it if you just want a nice and easy experience.
Also the quests aren't fully tested, I just simply tested 1 or 2 it works, I assume they all work.
You can also make all presets to be sold on a fixed price, just change the "fixedPriceBool" to true and "fixedPrice" to any amount.
Default purchase limit is 1 each restock for each preset. You may change this by changing "unlimitedStock" to true in the config.
How to install:
Download the zip, unzip it, put it into user/mods.

I am sorry I was busy with work just now.
The workaround will add BP into traders even though you haven't completed the quest. Not sure how to add it into the game behind the quest.

I had the same issue, but I am not sure it is because I migrated my profile from 3.0.0 or not. If you dont mind a workaround I can tell you where to add the item so Prapor will start selling it
