I have the same thing. I removed all mods, in plugins I left all the aki .dll's and added AILimiter which should respond to F12.

Created a new profile. Does not fix the problem.

What does fix the problem is download SPT-AKI again and overwrite all files . After doing this and testing, I restored all plugins and mods. F12 still works.

I use 7-zip. Right click on the file. From the context menu select 7-Zip --> Extract Here. Once done you can move it to any location you want.
