Do you ever run a pump shotgun and shoot someone 3 times in a row with magnum buckshot and they are still kicking? Then this mod "alleviates" that issue by increasing the damage all the other limbs take on hit.
This mod affects the overdamage to the legs, arms and stomach.
The config contains 5 tweakable values:

Not tested, you can try disabling the balancing notification and then setting the multiplier to 0, in theory that should nullify all overdamage values.
Be aware that the overdamage multipliers are for both the player and all bots, so bots won't die due to limb damage either.
You'll have to open the config.json and set:

Very interesting thanks. I'll test this out, I wouldn't mind not killing bots or the player with limb shots as it's always seemed strange to me that you should insta die from limb shots rather than blood loss.

okay so its really weird???? i dumped 2 50 round mags of 9x19 rip into a raiders legs (i know its 9x19 but its rip rounds and we were 5 meters apart AT BEST) and a 30 mag of .45 acp rip into their legs aswell and they didnt die i even shot some into their face (they hadno face protection and they didnt die) until i used another .45 rip mag to their legs again, its super inconsistent sometimes thatll happen and sometimes ill just 3-4 shot legs like youre supposed to

So far from my testing I've found that it works however I haven't tested enough to be sure of any inconsistencies.
