I get the exact same error. Removed Lua- SpawnedRework and the bots started spawning, and no errors. Factory seems to be the only map where this mod works.

Yes I build it myself. Downloaded all 3 files from dev-sptarkov. Do you not need to build it yourself?

Tried installation on my stationary PC and a laptop. I can not use mods for some reason.
When I install and run the game no mods folder is created, so I have to create it myself.
Checking module log:
user\mods\CWX_WeatherPatcher'
user\mods\Nexus-AIDisabler'
user\mods\SamSWAT-TWChanger
These 3 mods actually work, all these 3 have module.dll in there mods.
