When finding items in raid, they count correctly towards the total in inventory.
When items are bought from the flea it does not count towards the total needed to build in the hideout.
I restarted the server, pc and I even completely reinstalled and it still won't work.

The receive all button when you close a quest does not respond after clicking it once but not taking all rewards. After you have to individually click on get on each quest reward. Did not occur to me in 2.3.1
