Enable fence offers and enable all available offers. Put both of those to false and the mod started working for me.
I can confirm that that did the trick!

I have figured out what the issue was. It is conflicting with the Ereshkigal-AkiConfiguator. Once I deleted that the server started up with no issues so how would I keep that mod and your mod?I went through the config for that mod and figured it out so I have both and it works fine now. Thanks for the help.
