I have 2 different SPT folders and this has happened to both of those accounts at different times, and after 12 hours of leaving it or so it goes back to normal. i honestly do not know the cause of this

i've been trying to figure this one out for a while now and i found the solution is to change the status of the quest "60c7976cec3f5464e21e1d10" to "Success"
This is if you started the observe boss scav meeting quest without finishing it
