I can't call airdrop in any way with one-use flare or flare gun. Nothing is going on after releasing flares. I tested this both in the PVE and without PVE.
ServerValueModifier don't allow me to change the airdrop chance starting from SPT-AKI 3.1.0. Also tested without any mods but results was all the same.
