A previous post mentioned using 2.13.0 installer which worked for me. Waffle thinks they may have introduced a bug with the downloader in the 2.14.0 version.

Fresh install. Started playing and got the quest from Mechanic to find Jaeger's camp and note, it recognizes and completes quest step to find the camp, however, Jaeger's note isn't on the ground where it should be. Tried doing more woods raids and checking every time for the note to no avail. Did a new fresh install twice to see if Fresh install and new profile from scratch would fix, issue persists.
