Disregard, found another thread about having to manually delete the Battlestate folder after uninstalling everything because of a file issue and now it works.

Installed and patched to current version of game from BSG Launcher into C:\ drive.

DotNetVersions shows this:

Currently installed "classic" .NET Versions in the system:
2.0.50727.4927 Service Pack 2
3.0.30729.4926 Service Pack 2
3.5.30729.4926 Service Pack 1
4.0.0.0
4.8.04084

Copy EFT (Live) folder to F:\ drive.
Download 12.12.11.16423 to 12.11.7.15680 patcher.

Extract SPT-AKI 2.1.2 into F:\EFT (Live).
Run server.
Run Launcher.
Make Account.
Login to account.
Start Game.
Game never proceeds past initial load screen, no error messages given during process about hash differences, etc..

Not sure what's up, I've tried reinstalling a couple times, maybe you gurus can see something?
