The time that you select before spawning into a raid seems to have no bearing on the time that is actually in the raid. I will choose 14:00 and spawn in pitch black with the moon above. Or choose 01:00 and spawn at the crack of dawn. There seems to be no rhyme or reason to it. Choosing to spawn at noon then getting dumped in the dead of night with no NVGs sucks.
