Nevermind, i figured out the issue.

I can only find a couple of pmc's in my runs, but a ton of scavs. At most i find 3 pmc's

I'm not sure if this is luck based or not (i'm pretty new to EFT)

I tried using SVM, but it didn't really help increasing the spawn rates.
