I've encountered a spawning issue while trying to do the long road task on lighthouse: the AI straight up doesn't spawn on that road. when I checked water treatment there wasn't anyone there either. When I checked for Zryachi, he was chilling on his rock on lighthouse island. when I set the AI amount to horde (that's the raid where the codepastes come from), there, once again, was no AI on that road. As a matter of fact, the only AI I ever saw that raid were the goons on water treatment.
