Did you try checking the "randomize weather" box in the settings area after choosing your map?
I had a similar issue and after ticking that for 2-3 raids in a row it stopped being continually rainy, and now the weather patterns seem to vary randomly as expected.

Every time I load into a raid it is raining, every single raid on all maps except factory and labs of course. I thought it was just oh yea its a rain day for tarkov but its been 2 days and I am still only getting rain in raids. Any fixes for this?
