There seems to be an error with the Skills Extended mod when gathering information about your PMC character..
Maybe you could try setting up a new profile for testing if the mod works for a fresh account (make sure not to delete your current profile if you have one), or remove the mod from your SPT structure temporarily to test whether the game launches without it.
