Not sure if they changed recently but have you checked the requirements? They are listed here:
- .Net 6 Desktop Runtime
- Escape From Tarkov
- Do NOT use winRAR; it is known to cause issues

Have you got the latest version of the downgrader?
what are you using to unpack the zip file for the downgrader?
are you running the .exe as admin?
Is this a clean folder that has been copied over from an updated version of live tarkov?
The temp directory most likely just removes itself after a failed install, you wouldn't need to create it yourself, I don't know for certain but it might even be referring to your windows temp folder which is located by opening by pressing windows + R and typing in %temp%
