i had that one and ereshkigals loadout but its always the same lootwise

Quick question.

How do i tune Scav and PMC loot? (PMC weapons, armor etc are fine) I want the Loose loot thats in the backpack to be better e.g rare keys, cases, keycards and good barter items. but all they spawn is like food and junk weapon parts.
