Seems to be a conflict with SVM and MOAR just now, when using both Scavs no longer spawn. A few people in the MOAR support thread seemingly have it working after resetting SVM to default, not exactly sure what's triggering it.
I'd imagine if you have edited BOT spawn tab in SVM and are running MOAR they would conflict, you only ever want to use one BOT spawning mod at a time
