no ai with no mods reinstalled eft tried spt still no ai

No mods/read all other threads and tried everything to no avail. When I look at server it doesn't show any errors but no ai spawns in game. I only play factory and the ai just isn't working.

Pve was enabled. I tried several types of pre-raid settings and leaving it normal and none of it worked.

I don't exactly know what the problem is, it showed that bots spawned however there were never any in game/ no scavs voicelining or anything like that. I spent like 10 minutes in raid and never saw anything or heard anything.
