Ragman will not level up to max trader even with requirements met.

Hello. As mentioned above I am unable to get Ragman to max LVL. I'm level 41 with 1.12 reputation and 6 million spent. The requirements for max LVL are level 40 with 0,60 reputation and 2.5 million spent. All required values are blue in the game, Meaning I have met the requirements. Any guidance/ Help is most definitely appreciated. Thank you!
