Port already in use, no matter which port I try to actually make the server use

I'm getting an error along the lines of "port already in use", I tried to change it to a bunch of different ports but no matter which port I put in the http config file it says its already in use

the error looks like this: (Ive deleted SVM since the screenshot and get the same error)

edit to add I also tried allowing it through firewall, and the issue seems to be with the ipv4 because if I change it to default it works
