[MODDED] Plugins not showing up when pressing F12

Pressing F12 brings up the Plugin menu but no pllugins actually appear when pressing F12, I deleted the config and checked and it was on F1 but after switching it to F12 and trying again, it still brings up no plugins

Shit i forgot to put it on to expire for 1 month, heres links with higher expire times

I've also accidently downloaded 3.7.4 and when i want to downgrade, i get this error

yeah i did that and it didn't work
