Seizing the Initiative objectives won't complete

ISSUE: Objectives in Peacekeeper's 'Seizing the Initiative' quest will not complete.

I searched for similar reports before posting this, but all I seemed to find were walkthrough videos where the quest completed just fine. I also found no references to this issue in the SPT support forum. So, I'm left thinking this must be an uncommon issue.

I've tried running the quest several times using different methodology each time (e.g. day, night, registering kills in each map, run through with no kills, different extractions in Shoreline, etc.). The outcome is always the same, with neither the transit from Customs to Shoreline completing nor the extract from Shoreline.

I can always bypass it with SPT Profile Editor, but I thought I would try asking for help first.

If I've missed any details, please kindly inform me and I will be happy to add those. Thank you in advance for any help in figuring this out.

As an update, I just found this mod No Transit Tasks - SPT Mods Workshop that seems to indicate the transit quests are buggy. The mod is for SPT 3.10, so I'm unsure if this is still an issue in 3.11.

I would still appreciate confirmation that transit is buggy in 3.11 and I should just move on
