Game crashes when launching - "Consistency ensurance failed"

Game crashes after launching. Have already tried the advice from other threads like making sure to run the live game first before copying, as well as deleting the Tarkov documents folder. I have also tried building from source, same issue.
From the log message I assume the launcher is deleting the file before running the consistency check.
