Bumping this up, tried with other ports also didn't work. In case someone wants to hop in it's unrelated to SPT, port seems occupied eitherway (6969 and tried 6972) Bit Torrent isn't installed or working on the user.
EDIT: forgot to mention user isn't running or using a VM.

As stated by Moonm3n and in the wiki with the typo, here is a little run down:
Searching:
- The speed at which you are able to open (search) any sort of containers (containers as in anything with slots, bags, vests, boxes, bodies, etc.) ;
- Elite: How many actions of searching you can make.
Attention:
- The speed at which items are ID'd in containers;
- The speed at which items can be examined;- Elite: Upon opening (searching) containers, there is a chance of items being instantly ID'd (found);
- Elite: doubles the XP rate of examining.

Version mismatch, try checking the version before posting, because for sure 3.0 isn't for 0.12.12.18969 or what I'm assuming is 12.12.30.18969.
