try without mods, if this still happens, try a new profile see if that works, it might be something bugged in your profile

i say try without mods, maybe something in them changes something, you can go into the files and change the spawn multiplier to get a decent amount to spawn without mods

regards insurance, there was issues if you are trying to use an older profile,
