Actually found out Definitive Retexture Immersion Project was the cause of the issues. It released an update that should fix it.

I'm having the exact same issue. Started loading out mods in groups of three until there were none left so it isn't a mod issue; and it's not an install issue either, I hope, because I wiped my folder clean and re-installed both manually and using the installer and still no luck.
