What is the original client versions you are trying to downgrade? if it is ***.14002 - you'll need to wait for patcher update

i tried setting all failed quests to complete.
It is not about changing Failed quests to Completed, but about Started quests changed to Success - most often that is "Polikhim hobo" but can be caused by some other also

All you need is to carry over your profile from \user\profiles\ - if server version is the same, you do not need anything else

This issue is most likely caused by one of your mods. I would bet on "astealz-SmartSpawnController". Try without any mods at all to see if issue will be gone (it should), then try adding/removing mods to see which one is causing the issue.
If you'll be able to pinpoint problem - either play without problematic mod(s) or report to mod's author and wait for the fix.

Unfortunately this is not an issue we can easily reproduce. With your amount of RAM it should be enough.
All I can suggest for now: try to make a new clean install with the latest client version and downgrade tool and monitor amount of RAM used while you run the game. If the problem will still be there - probably you'll have to wait until SPT-AKI 2.0 to try again, unless someone will be able to come up with better idea how to fix this.

Then say you don't know instead of telling me "wrong section" or "uninstall mods".
Actually kikirio gave you a good advice: with 99.9% probability your issue is caused by one or more of mods you've installed, so unless you'll be able to reproduce the issue without any mods at all (which is highly unlikely) you'll not get any more help in General Support section.
It is up to you to identify which mod(s) are causing the issue and either remove them or report to mod's author and wait for update/fix.

This is how it works - AI by default is not hostile toward their own faction be it Scav, Raiders, Sectants or PMCs. Nothing can be done about it for now really - PMC of the same faction would be neutral until you attack one of them.
Best thing you can do - use mods to change 80-100% of PMC to be of the opposite PMC faction
