While you wait for the update you can change it yourself.
Go to the Painter mod folder then open the folder "db", then open "base.json"
Scroll down until you find "loyaltyLevels"
And then you will see "minLevel": 10, just change it into: "minLevel": 1, and it will work

[1] Install the Mod from Github
[2] Unzip the file
[3] In the unzipped file (folder) you will find a folder called "user"
[4] Drag and Drop the "user" folder into your SPT-AKI folder (Where all the .exe files are located)
[5] Enjoy
