REPORT PROTOCOL

of FSB Director to

Presidential Security Council on 29.10.28

The Foreign Intelligence Service of the Russian Federation has recently confirmed that an unknown special operations unit infiltrated into the Tarkov Exclusive Zone within the Norvinsk region on 23.5.2028 from the United Nation's area of jurisdiction.

11.30

Current reports identify a single 4-man fireteam was responsible for the recent disappearance of Group Татьяна of BEAR that was providing surveillance within Cape Dalniy, and any counterattack attempt from the FSB has resulted null. Following the elimination of Group Татьяна that happened on the 12th of May, the FSB has encountered evidence of the unit's presence further inland within the Norvinsk region, specifically near the CCP temporary outpost with evidence of a possible campsite in Warehouse 4.

We believe the vigilantes are affiliated to Terra Group following the 30/06 United Nations mandate to withdraw all private military personnel to the Point Zero position, however intercepted transmissions show stronger ties towards NATO backed nations within the UN. The EU has declined to comment further on the issue, even though it is believed to be connected to the vigilante strike. It is assumed to be a possible "second wave", following the removal of USEC from the region as of June 30th.

If special operation units from EU countries could enter into the region under the guise of the United Nations, what other dangerous plays will the west commit to? More than ever, the SVR is taking the recent escalation very seriously following the incident regarding a similar vigilante attack on Group Шура at the No. 495 National Museum in the city of Tarkov. At this time, there is no information on the goal of this group, however intelligence gathered show no affiliation towards USEC following the incident observed within Cape Dalniy where the USEC stronghold at the water treatment facility was temporarily raided by the vigilante group.
