4 Labs Keycards on Reserve?! How is this possible?

First raid on Reserve on the new patch (12.12) and within the first 10 minutes of the raid near the Train station, I heard someone shout something behind me of which gave away their location and I was hunkered down waiting for the opportunity get the drop on them. Unbeknown too me, it was Gluhar and his boys, this got my trigger finger twitching as I rarely come across these lads in the wild and I was feeling confident. I was able to slowly manoeuvre around the 5-man group and when I finally got a clear shot on all 5, I fired 7 shots in total of which 5 hit and 2 missed, brilliant! I go to the bodies and searched their pockets and 4 out of the 5 of them had Labs keycards I was like wtfff! Can someone explain to me if this is normal or did I just get extremely lucky?
