Flea market not getting player trades

My flea market isn't getting any player trades. only trader trades. Is there something turned off I do not know about?

I do not think it is an issue with my level, as i could still see player offers before unlocking the flea market. but now i do not get player offers. i can get to that point though to see if it will start showing player trades. ill lower the level requirement to level 5 or something and get there real fast on a fresh profile
