Launcher is stuck on connecting forever

After launching the server and launcher, the launcher is stuck connecting indefinitely. The port and URL are the same in the server and launcher, I have all of the .net dependencies, and to the best of my knowledge, properly installed it.

I have tried everything on the FAQ related to infinite loading screens.

Also important to note, this is my first time installing, I haven't played SPT before.
