Loot seems to be a bit wonky and the parachute stays after landing

This is the first iteration of airdrops + airdrop loot.

Sanitars bag will be blacklisted in a future release.

Flares don't call in aircraft in 3.2.3.

Airdrop loot is configured to have between 12 and 25 items + between 3 and 5 weapons.
