To many PMCs not Enough Scavs

Trying to Figure out how to make it to where i have a decent amount od scavs and pms, right now ill encounter maybe 1/2 scavs and get like 12 pmcs

Yeah its not working

yeah i took those mods out and installed just 1 mod that covers them all the bread and better, loving it so far thank you tho
