I decided to play around with generation values that dictate the various chances that scavs will have x amount of grenades in their inventory when they spawn and found a set I feel mimics live very well. not exactly sure what sparked this error, tried playing woods after 3 smooth shoreline raids then it gave me this. In the photo, i have no items on me except for 1 grenade, and some keys in my quest inventory that i also had on me during the shoreline raids.

I am not certain about the reducing of chance, as I have not tampered with these settings. But in {gameFolder}/SPT_Data/Server/configs/bot.json, on lines 1053-1063 is the PMC grenade spawn randomization: "grenades": { .... It has some b64 IDs of grenades and a weights section. You can go in here and tamper with those weights or just remove impacts from their spawn possibilites
