Loose weapon spawns

I'm not sure if its a issue with other people but this is been a minor inconvenience for me

Loose Weapon spawn such as Kiba or Labs weapon test do not spawn in modded as intended

Such as kiba with mods cranked to spawn all weapons the special Reap-IR Ak is completely stock so is all other weapons

i have tried with Vanilla SPT (0 Mods) and mods to spawn more loot in, and nothing

i hope there is a solution I'd love to get my hands on a sweet Reap-IR AK

i was just swaping them out just to see if they would change anything unfortunately they did not help in this case

So is there any solution to this????
