AI isn't shooting back most of the time on Customs

Having the weirdest glitch. Enemy AI doesn't shoot at me most of the time on Customs. Ran into a fair bit of AI, only maybe two scavs and a PMC shot at me. The rest sat there doing nothing and occasionally looking at me and saying something in Russian until I force-fed them some buckshot, where they would immediately ran for the hills. I was trying to do a couple quests, and I alt+f4'd out because it felt too cheesy to just waltz into dorms WITHOUT the obligatory bloodbath. Factory still works fine, it's still as much of a chaotic slaughterhouse as usual. Those are the only two maps I've played so far. I am currently a LV13 USEC.

And I am unsure why Factory works but Customs doesn't. If logs from a Factory run are needed, I can provide, given I spend a lot of time there.
