I tried the fix in the Frequent Issues post. Changing from Default notification setting to websocket, restarting, back to default. none of those things work.

certutil.exe -f -addstore Root "D:\Oyun\Escape From Tarkov\user\certs\cert.pem"
Use this on cmd with admin rights. Change the path with the path of your game's path. Do not forget to put quote marks otherwise it will show "too many arguments" error.

Unfortunately this is still under investigation, and whilst it has fixed it for you, this does not appear to be a universal fix.
