This issue was fixed in 3.9.5, please update.
You could try using a tool to set the quest in your profile back to `ready to hand in` then hand it in again.

It looks like some of your files are corrupt, you could try deleting your SPT AND live EFT folders. Install EFT via the BSG launcher again, then install SPT afterwards.

Delete your live EFT files and install fresh
Then download the spt installer and install that

I see error messages relating to donuts, you'll need to update to SPT 3.7.5 to fix them.

Thank You for reaching out. I did try most of those listed. I should have added that in my orig post.
Next step is to remove client mods, these can be causing memory leaks due to them not disposing of objects correctly

Check your antivirus, it may have deleted important SPT files
