The outfit is probably a mix of the following mods: Additional Clothing G3Combat Pack, Additional Gear - Tanand KMC Gear. The weapon is probably made up from Gaax Weapons, KMC Weapons and ATLAS Gear, plus some editing to the attachment slots.
