If 'Enable Bosses' is checked or unchecked in the pre raid screen does this apply to USEC rogues too? are they considered a 'boss'?

Not sure if this has been addressed, but my Partisan bot does not move once he spawns. He just stays exactly where he spawns and I have to go find him and engage him. Now as I approach him, he does then "activate" and begins moving.
