.Net issues

I know this is really dumb to ask but I have been digging through the resolved threads to try to find out why it will not recognize the .NET Core and when I download the recommended one and the one it tells me to download from the launcher. ( I have downloaded this multiple times it still does not work)

I apologize if I could have probably worked it out by myself I am just somewhat new to the whole modding scene.
