If you are talking about the game hanging on the splash screen then the current working solution is to open the Nvidia Overlay or alt+tab a few times and the game should start just fine
the cause is currently unknown, though NV Reflex is believed to be the suspect
im stuck on the screen where the un soldier is

i did the latest patch to downgrade my game version
